Under present weather conditions, At 3:00 AM today, the center of Typhoon "FRANCISCO" {MEKKHALA} was estimated based on all available data at 725 km East of Tuguegarao City, Cagayan (17.3°N, 125.6°E) with maximum sustained winds of 140 km/h near the center and gustiness of up to 170 km/h. It is moving West Northwestward at 30 km/h. Southwest Monsoon affecting Visayas, Mindanao, and Palawan.
The 12-hour rainfall forecast is Light to moderate rains and thunderstorms.

Refer to Weather Advisory No. 1 issued at 5:00 AM today for the heavy rainfall outlook due to Tropical Cyclone FRANCISCO.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Southwest Monsoon will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
Today: La Union, Pangasinan, CALABARZON, Romblon, Masbate, most of Visayas, Zamboanga Peninsula, Misamis Occidental, Lanao del Norte, Camiguin, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental.
Tomorrow (23 June): Most of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, Surigao del Norte, Dinagat Islands, Davao Occidental, and Davao Oriental.
Wednesday (24 June): Most of Luzon, Visayas, Dinagat Islands, Davao Occidental, and Davao Oriental.
HAZARDS AFFECTING COASTAL WATERS
24-Hour Sea Condition Outlook
Up to rough seas over the following coastal waters:
Up to 3.5 m: The eastern seaboards of Babuyan Islands and mainland Cagayan.
Up to 3.0 m: The eastern seaboards of Batanes and Isabela.
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
Up to 2.5 m: The remaining seaboards of mainland Cagayan, Babuyan Islands, and Batanes; the seaboard of Aurora; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboard of Davao Oriental.
Up to 2.0 m: The northern seaboard of Ilocos Norte; the northeastern seaboard of mainland Quezon; the northern and eastern seaboards of Northern Samar; the eastern seaboards of Albay, Sorsogon, Eastern Samar, Dinagat Islands, Surigao del Sur; the southern seaboard of Davao Oriental.
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to Other Hazards affecting Land Areas for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
FRANCISCO will likely remain over the Philippine Sea throughout the forecast period. However, a closer approach to Extreme Northern Luzon is not ruled out should there be a westward shift in the forecast track. FRANCISCO will move west northwestward until tomorrow (23 June). Afterwards, it will decelerate before recurving and exit the Philippine Area of Responsibility by Friday (26 June).
FRANCISCO will further intensify and may reach its peak intensity by tomorrow. Thereafter, a weakening trend is expected.
