Moderate to Heavy rainshowers with lightning and strong winds are expected over #NegrosOccidental(Manapla), #Antique(TobiasFornier, AniniY, Patnongon, Pandan), #Aklan(Tangalan, Ibajay, Makato), #Cebu(Ginatilan, Malabuyoc, Boljoon, Alegria and Alcoy) within the next 30 minutes to an hour.
The above conditions are being experienced in #NegrosOccidental(Candoni, HinobaAn, Ilog, CityOfKabankalan, SilayCity, EnriqueB.Magalona, CityOfVictorias), #Antique(Sibalom, Hamtic, SanJose, Belison), #Aklan(Madalag, Malinao), #Cebu(Badian and Dalaguete) which may persist within 1 to 2 hours and may affect nearby areas.
A tropical cyclone will affect the locality.

FRANCISCO SLIGHTLY WEAKENS WHILE DECELERATING OVER THE SEA
EAST OF EXTREME NORTHERN LUZON

Heavy Rainfall Outlook
Refer to Weather Advisory No. 8 issued at 11:00 PM today for the heavy rainfall outlook due to Tropical Cyclone FRANCISCO and the Southwest Monsoon.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Based on the latest forecast track, hoisting of Wind Signal No.2 is now becoming less likely as FRANCISCO is now beginning to move northward.
The Southwest Monsoon and the periphery of FRANCISCO will bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
Today: Most of Luzon, Visayas, Zamboanga Peninsula, Northern Mindanao, Dinagat Islands, Davao Occidental, and Davao Oriental.
Tomorrow (24 June): Most of Luzon, Visayas, Misamis Occidental, Lanao del Norte, Camiguin, Dinagat Islands, Davao Occidental, and Davao Oriental.
Thursday (25 June): Most of Luzon, Panay Island, Negros Occidental, and Northern Samar

A Gale Warning is in effect over the northern and eastern seaboards of Northern Luzon. For more details, refer to Gale Warning No. 2 issued at 5:00 PM today.
24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
Up to 4.5 m: The eastern seaboards of Batanes and Babuyan Islands; the northeastern seaboard of mainland Cagayan.
Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
Up to 3.5 m: The remaining seaboards of Batanes and Babuyan Islands.
Up to 3.0 m: The remaining seaboard of mainland Cagayan; the seaboard of Isabela
Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
Up to 2.5 m: The seaboard of Aurora; the northern seaboard of Ilocos Norte; the northern and eastern seaboards of Polillo Islands and Catanduanes; the northern seaboards of Camarines Norte and Camarines Sur; the eastern seaboard of Davao Oriental.
Up to 2.0 m: The seaboards of northern Quezon and Kalayaan Islands; the northern and eastern seaboards of Northern Samar; the eastern seaboards of Albay, Sorsogon, Eastern Samar, Dinagat Islands, and Surigao del Sur; the southwestern seaboard of mainland Palawan.
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the forecast confidence cone. Refer to Other Hazards affecting Land Areas for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
This tropical cyclone will remain far from the Philippine landmass. FRANCISCO is forecast to move northward tonight until tomorrow (24 June) before turning north northeastward then northeastward from tomorrow afternoon onwards towards the Ryukyu Islands and sea south of mainland Japan. On the track forecast, FRANCISCO will exit the Philippine Area of Responsibility (PAR) on Thursday (25 June) evening or on Friday (26 June) morning.
FRANCISCO is forecast to gradually weaken throughout the forecast period. Nevertheless, it will remain as a typhoon while inside the PAR region.

The above conditions are being experienced in #Batanes(Basco, Ivana, Mahatao, Sabtang, Uyugan), #Cagayan(Calayan), #Isabela(Maconacon, Divilacan), #Pangasinan(Agno), #IlocosSur(CityOfCandon, Galimuyod, SanEmilio and GregorioDelPilar) which may persist within 2 to 3 hours and may affect nearby areas.
The public and the Disaster Risk Reduction and Management Offices concerned are advised to MONITOR the weather condition and watch for the next warning to be issued at 02:00 AM Tomorrow.
All are advised to take precautionary measures against the impacts associated with these hazards. Residents along mountain slope are advised for possible landslides, mudslides, rockslides and flash flood.
