ENVIRONMENTAL ANALYSIS REVEALS FAVORABLE CONDITIONS FOR DEVELOPMENT WITH LOW VERTICAL WIND SHEAR (10-15 KTS), GOOD POLEWARD OUTFLOW ALOFT, AND WARM (29-30C) SEA SURFACE TEMPERATURES. GLOBAL MODELS DEPICT 95W GRADUALLY CONSOLIDATING AS 95W SLOWLY TRANSITS NORTHWESTWARD. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 18 TO 23 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1006 MB. THE POTENTIAL FOR THE DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24 HOURS IS MEDIUM. ANIMATED ENHANCED MULTISPECTRAL SATELLITE IMAGERY (MSI) DEPICTS PERSISTENT CONVECTION ON THE WESTERN PERIPHERY OF A SLIGHTLY EXPOSED MID-LEVEL CIRCULATION CENTER. ENVIRONMENTAL ANALYSIS REVEALS UNFAVORABLE CONDITIONS FOR DEVELOPMENT, WITH LOW VERTICAL WIND SHEAR (10-15 KTS) AND EQUATORWARD OUTFLOW ALOFT; HOWEVER, ONGOING LAND INTERACTION OVER THE PHILIPPINES REMAINS THE PRIMARY LIMITING FACTOR FOR FURTHER CONSOLIDATION.
