TROPICAL DISTURBANCE SUMMARY: (1) THE AREA OF CONVECTION (INVEST 95W) PREVIOUSLY LOCATED NEAR 5.3N 168.3E IS NOW LOCATED NEAR 7.8N 166.3E, APPROXIMATELY 101 NM WEST-SOUTHWEST OF KWAJALEIN. ANIMATED MULTISPECTRAL SATELLITE IMAGERY (MSI) REVEALS A BROAD LOW-LEVEL CIRCULATION WITH DISORGANIZED FLARING CONVECTION. THE STRONGEST WINDS CONTINUE TO BE CONFINED TO THE SOUTHEASTERN QUADRANT OF THE SYSTEM, ASSOCIATED WITH THE WESTERLY WIND BURST. ENVIRONMENTAL ANALYSIS REVEALS FAVORABLE CONDITIONS FOR DEVELOPMENT WITH LOW VERTICAL WIND SHEAR (LESS THAN 15 KNOTS), GOOD POLEWARD OUTFLOW ALOFT, AND WARM (29-30 C) SEA SURFACE TEMPERATURES. GLOBAL MODELS ARE IN GOOD AGREEMENT ON THE STEADY DEVELOPMENT OF A BROAD CIRCULATION WITH SLOW MOVEMENT OVER THE NEXT 24-48 HOURS. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 20 TO 25 KNOTS.
