TROPICAL CYCLONE SUMMARY: (1) AT 23DEC24 0000Z, TROPICAL DEPRESSION 28W (TWENTYEIGHT) WAS LOCATED NEAR 10.9N 112.7E, APPROXIMATELY 354 NM EAST OF HO CHI MINH CITY, VIETNAM, AND HAD TRACKED NORTHWESTWARD AT 07 KNOTS OVER THE PAST SIX HOURS.
